For more than a decade, Portugal maintained two parallel electronic case management systems in its courts: the CITIUS platform, used for the judicial courts, and the SITAF platform, used for the administrative and tax courts. On 20 October, this duplication finally came to an end: Ministerial Order No. 350 A/2025 of 9 October finally put an end to this fragmentation of systems by implementing the migration from the SITAF platform to the CITIUS platform.
The unification of the electronic case‑management regimes marks a significant step forward in the modernisation of the Portuguese judicial system, gives effect to long‑standing policy goals and introduces practical changes with a direct impact on the daily work of lawyers, judges, court staff and litigants. It removes a harmful fragmentation that had persisted for more than a decade, facilitates the roll‑out of standardised procedures and significantly reduces the complexity of access to the judicial system.
